Clearwater County will be conducting a Consolidated Election on Tuesday, May 18, 2021, for the following taxing districts and for the following purposes, to be held at precinct locations all as indicated below.

Poles will be open from 8 a.m. to 8 p.m.

Identification is required and voter must be a US citizen, at least 18 years of age, who has resided in the county and taxing district for at least thirty days prior to election. Voter must re-register if any changes in name or address have occurred since the last election.

supplemental levy elections

Pursuant to resolution of the following taxing districts, the following elections will be conducted for the purpose of voting upon the question for each district as follows:

City of Elk River Bond

Pursuant to a resolution adopted on March 17, 2021, a special Bond Election will be held for the purpose of improvements to the wastewater system, to include improvements to the wastewater treatment to meet federal requirements and for voting upon the question and proposition of issue and sell revenue bonds in an amount not to exceed Two millionFive Hundred Thousand dollars ($2,500, 000) the final installment of each series to fall due not more than 40 years from the date of the series of bonds, for the purpose of constructing improvements to the wastewater system of the City of Elk River.

The following information is required by section 34-439, Idaho Code.

The interest rate anticipated of the proposed bonds is 2.5%. The total principal amount to be repaid over the life of the bonds is $2,500,000, the total interest estimated to be repaid over the life of the bond is $3,959,032. The bonds will be payable over a term which may be less than, but which will not exceed 40 years.

Whitepine Joint School District No. 288 levy by resolution adopted March 8, 2021, for a levy in the amount of Eight Hundred Eighty Thousand dollars ($880,000.00) per year for one (1) year for the purpose of paying all lawful expenses of maintaining and operating the schools of the district for one (1) fiscal year beginning July 1, 2021 and ending June 30, 2022.

The estimated average annual cost to the taxpayer on the proposed levy would be $358.00 per one thousand dollars of taxable assessed value.

Nezperce Joint School District No. 302 levy by resolution adopted March 11, 2021, for a levy in the amount of Four Hundred Forty-Five Thousand dollars ($445,000.00) per year for one (1) year for the purpose of paying all lawful expenses of maintaining and operating the schools of the district for one (1) fiscal year beginning July 1, 2021.

The estimated average annual cost to the taxpayer on the proposed levy would be $333.70 per one thousand dollars of taxable assessed value.

Notice of elections for the following taxing district boards

Clearwater Library District Trustee Position, Two (2) Positions, Six (6) year terms. Candidates are Don Ebert and Robert W. Wilhelm

Clearwater Library District Trustee Position, One (1) Position, Two (2) year term. Candidates are Marge Carlson and Norman Tomlinson

Elk River Library District Trustee Position, Three (3) positions, Two (2) year terms. Candidates are Christina Bartlett, Jenny Bailey, DeEtta Mitchell and Richard L. Styre.

The last day for an application for a mail-in absentee ballot to be received by the County Clerk is not later than 5 p.m. on May 7, 2021. In person absentee voting for this election is available through May 14, 2021, by 5 p.m., at the Clearwater County Courthouse, 150 Michigan Ave, Orofino. The last day to return absentee ballots to the County Clerk is May 18, 2021, by 8 p.m.

If you are in a Vote by Mail Precinct and you are not currently registered to vote, your Election Day registration and voting location is the Clearwater County Courthouse. Notice is further given that in accordance with the Help America Vote Act of 2002, each of the polling places is accessible to individuals with disabilities.
