NOTICE IS HEREBY GIVEN That Clearwater County will be conducting a Consolidated Election on Tuesday, November 2, 2021, for the following taxing districts and for the following purposes, to be held at precinct locations all as indicated below. Identification is required and voter must be a US citizen, at least 18 years of age, who has resided in the county and taxing district for at least thirty days prior to election. Voter must re-register if any changes in name or address have occurred since the last election.
NOTICE OF SPECIAL QUESTION ELECTIONS
NOTICE IS HEREBY GIVEN that pursuant to resolution of the following taxing districts, the following elections will be conducted for the purpose of voting upon the question for each district as shown on the sample ballot below:
A resolution executed on August 10, 2021, by the City of Orofino to request a 3% Franchise fee with Clearwater Power for the (Konkolville area) customers pursuant to Idaho Code 50-329A.
SHALL THE CITY OF OROFINO CHARGE A 3% FRANCHISE FEE TO THE THIRTYSEVEN (37) NEWLY ANNEXED PROPERTIES IN THE KONKOL VILLE AREA? CURRENTLY, CITY RESIDENT'S WHO ARE ON AVISTA IS ASSESSED THE 3% FEE FOR ALL ELECTRICAL POWER SOLD WITHIN THE CITY LIMITS. THE FRANCHISE FEE HELPS PAY FOR CITY OPERATIONS SUCH AS POLICE AND FIRE PROTECTION, STREET IMPROVEMENTS, BUILDING INSPECTION, PLANNING AND ZONING SERVICES, AND LEGISLATIVE AND EXECUTIVE OPERATIONS. AS A CLEARWATER POWER CUSTOMER IN THE KONKOL VILLE AREA, THIS FEE IS PASSED ON TO YOU AS PART OF YOUR MONTHLY ELECTRICAL BILL.

There will be voters who will not qualify for a ballot because they do not reside within the boundaries of the taxing district that is conducting the election.
The last day to preregister to vote is October 8, 2021, by 5:00 pm for this election. The last day for an application for a mail-in absentee ballot to be received by the County Clerk is not later than 5:00 pm on October 22, 2021. In person absentee voting for this election is available through October 29, 2021, by 5:00 pm, at the Clearwater County Courthouse, 150 Michigan Ave, Orofino, Idaho. The last day to return absentee ballots to the County Clerk is Nov 2, 2021, by 8:00 pm. If you are in a Vote by Mail Precinct and you are not currently registered to vote, your Election Day registration and voting location is the Clearwater County Courthouse.
Notice is further given that in accordance with the Help America Vote Act of 2002, each of the polling places is accessible to individuals with disabilities.
