The Board of Clearwater highway district Commissioners of Clearwater County, Idaho will accept sealed bids to furnish + - 300 tons of Magnesium Chloride for dust abatement on Clearwater highway district roads for the period ending September 30,2021. Sealed bids will be accepted until 5:00 PM local time on April 12,2021. The bids will be publicly opened and read Tuesday April 13, 2021 @ 2PM at the clearwater Highway District office at 114 south main street Weippe, ID 83553.
The bids may be mailed or delivered to the office of the Clearwater highway District at po box 445, or 114 south main street Weippe, ID 83553. Monday Through Friday 1:00 to 5:00PM. The envelope must be marked as a MAGNESIUM CHLORIDE SEALED BID.
Bidders should be aware that the quantity is a n estimate, and actual quantity may vary.
Magnesium Chloride 30-32 percent
Sulfates 1.5-3.5 percent
Potassium - .01- 0.5 percent
Water (H20) 65-70 percent
Note: The above- specifications establish the absolute minimum and absolute maximum acceptable percentage concentration for each listed material. Bids must propose to provide product with concentration for each listed material. Bids must propose to provide product with concentration percentages completely within the specified ranges for 100% of the product (i.e., not merely an average concentration within range) to be conforming bids. Bids proposing to provide product with a concentration range that would allow concentrations below specified minimum or above the specified maximum concentrations to be provided (for example, 29%-32% or “31-35%” for magnesium chloride products) shall be deemed nonconforming bids.
INSPECTIONS AND ACCEPTANCE- With each load of Chloride materials delivered, the contractor shall furnish to the highway District representative one copy of the bill of lading and fully executed certificate of compliance of the format shown in Attachment “A”. The Certificate of compliance will not be required if the standard bill of lading contains the essential information required by the certificate.
Sampling of Chloride material may be required to validate certifications provided by the contractor. All delivery equipment shall enable sampling of the product in conformance with AASHTO test procedures. Samples shall be taken by the contractor in the presences of the Highway District representative and delivered for analysis to a qualified material laboratory designated by the highway district.
A material safety data sheet must accompany each load delivered.
If laboratory test indicates that minimum Magnesium Chloride concentrations* delivered were below those specified under the materials section above, the district may reduce payment by $30.00 per ton or fraction thereof multiplied by the accepted quantity where the lesser concentration was applied.
*-Actual concentration as determined by laboratory quality assurance tests.

Bid Bond in the amount of 5% of the bid shall accompany each bid with bonds to be by cashier’s check, letter of credit, or a bond executed by a surety company duly authorized to do business in the state of Idaho.
