This is to give notice that the County of Clearwater has conducted an evaluation as required by [Executive Order 11988 Floodplain and/or 11990 Wetlands], in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment. The Sewer System Improvement Project is funded in part by an Idaho Community Development Block Grant. The project scope of work includes enlarging the chlorine contact basin by approximately 200 sq. ft., replace and existing lift station (at the same location, which will remain below grade), and dredge lagoon No. 1 to remove excess sludge and will encompass .005 acres of floodplain and or wetland. The proposed project(s) is located in County of Clearwater.

The County of Clearwater has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: It has been determined that there is no practicable alternative to avoiding this work or effect and that there is a significant need for the project. The basis of this determination is that the existing chlorine contact basin is undersized to properly disinfect wastewater prior to discharge, lagoon solids have diminished treatment capacity and the lift station can no longer keep up with peak flows.

The County of Clearwater has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity must be located in the floodplain because no practical alternative is applicable.
