State moving property from Dworshak State Park

   Chair reported on inspecting the Dworshak State Park facilities with IDPR and the COE. The State is moving all personal property from the facilities with plans to be completely off site by Dec. 31, 2009. The Board is reviewing the proposed sublease agreement. No final decision has been made in regards to the County managing the park facilities.            

   November 2009 expense claims were approved and ordered to be paid in the following amounts: Current Expense-$30,965.64; Road & Bridge-$26,213.12; Ambulance-$15,910.68; District Court-$8,979.10; Justice Fund-$61,463.22; Drug Court-$148.28; Social Services-$8,847.85; Parks and Recreation -$360.50; Revaluation-$1,743.22; Enhanced 911-$1,585.19; Solid Waste-$42,545.99; Current Expense Tort-$4,280.22; Weeds-$493.77; Dent Bridge Trust-$21.95; Insurance & Grants-$147,984.65; Waterways $1,179.16; DMV Trust 9112-$40.75; Hospital Loan Trust Account-$6,712.58; Court Trust 9110-$2,678.50. Total expenses for November were $362,154.37.

   The Board approved and signed expense and payroll claims. They approved the Riverside CDBG Water Project pay request from Walter M. Steed for the water improvement project.

   The Annual Road and Bridge report was approved to be filed with ITD. The Board approved and signed the Reimbursable Agreement Grangemont Road Retaining Wall.

   The Board held a public hearing for the Ahsahka Water Improvement CDBG. Present was Michelle Bly, Progressive Engineering, Ahsahka Water Sewer District Board members Tim Barnett and Secretary-Treasurer Sharon Barnett. Bly presented the financial report on the Improvement project for during the construction phase. The project is at 57 percent completion. Everything is on target for project completion in January 2010.

   The Board held a public hearing to consider the information and recommendations from the Nov. 16 Planning & Zoning (P&Z) meeting for the following zoning applications and public testimony heard at the BOCC hearing on Dec. 7 meeting .

   (WAV090128) A Subdivision Waiver request by Noreen Burch to waive the required specifications for road right-of-way width and surface. This property is located at 3034 Lower Fords Creek Road; Zoned Low Density Rural District F-1.

   (SSB090129) A Class S Subdivision: Simple Subdivision request by Noreen Burch to divide 15.17 acres into 2 lots. Lot A 10.16 acres, Lot B 5.01 acres. This property is located at 3034 Lower Fords Creek Road; Zoned Low Density Rural District F-1. Upon review of testimony taken and findings from staff and civil counsel the Board approved both applications with the condition that only one residence is established on each parcel.

   Landowners from the Eureka Ridge area met with the Board to discuss the Open Range Law and the requirements to establish a Herd District. Civil counsel provided information on the Idaho Code.

   Sheriff Chris Goetz advised that Idaho County reimbursed Clearwater Search and Rescue and dive team from Title III funds for assistance in the Snake River boating accident.

   The Board approved the purchase of a 2006 Chevy Suburban from Hanson Garage. The purchase price is approximately $24,000 but they will gain a credit from the trade in of a 2001 Chevy Tahoe.

            There were three executive sessions held to discuss personnel, contract negotiations and indigent matters. Present for the meeting was Chairman Don Ebert and Commissioners Stan Leach and John Allen.
