Clearwater County receives grant for woody biomass plant
At the Dec. 7 meeting, the Board of (Clearwater) County Commissioners (BOCC), the Office of Energy Resources has announced that award of grants to counties and cities for development of Renewable Energy Enterprise Zones. Clearwater County was awarded a portion of the $1.5 Million in Recovery Act Funds for the development of REEZ for Woody Biomass Combined Energy and Power. This funding will allow for a feasibility study for resource availability, marketing plans to develop, sustain or expand the value of the zone.
The commissioners are meeting with representatives from Idaho Department Parks and Recreation and the Corp of Engineers on the Dworshak Park Facilities. They are still negotiating on the possibility of a subcontract. The County is still considering the option of taking over management of Dworshak Park but it has not been finalized.
The house number signs for addressing are being installed in the Fraser and Lower Fords Creek areas. Weather permitting the crew installing signs will work in Greer and residences off of Highway 12 in the County.
Completing administrative duties the BOCC approved and signed payroll and expense claims. Approved and signed the Progressive Engineering Invoices on Ahsahka Water and Sewer District Water System Improvements, Grant #ICDBG-08-II-07-PF, payment request.
The BOCC unanimously voted to approve and sign the Idaho Department of Corrections’ Human Resource Agreement for labor; the Work and Financial Plan Agreements; and the General Maintenance Agreement for labor at the Courthouse. They approved the Presnell and Gage, PLLC, letter of Engagement for the Audit Agreement for Phil Nuxoll, Accountant, to complete the 2009 FY Audit of Clearwater County, for $14,700.
The BOCC unanimously approved a motion to extend the taxes until April 15, on MHA09500079071A in the amount of $531.10 for 2009 taxes.
The Ambulance District Board approved the motion to sign the Directive for signing the Medicare License Form for the Ambulance Services, to continue receiving Medicare payments.
Departmental reports were heard from the Sheriff’s Office, Planning and Zoning, Juvenile Services, Transfer Station and Road and Bridge. The cardboard recycling is creating approximately five full bales of cardboard a week that is removed from the solid waste and hauled to Missoula for a cost savings for the county.
There were three executive sessions held to discuss personnel, contract negotiations and indigent matters. Present for the meeting was Chairman Don Ebert and Commissioners Stan Leach and John Allen.
