Commissioners hear several zoning applications

October 5, 2009

   The Board held an open public hearing to consider the information and recommendations from the Sept. 21, 2009 Planning & Zoning (P&Z) meeting for the following zoning applications.

   A Subdivision Variance request by Vernon & Blanche Kinney to vary the access road right-of-way width easement from 60 feet as required by CCSO Article IV § D.2 to 40 feet. This property is zoned Low Density Rural District F-1. The P&Z Commission gave approval on this request.

   A Class C-Division by Record of Survey request by Vernon & Blanche Kinney to divide 40.02 acres into 4 lots. Lot A 10.02 acres, Lot B 10.00 acres, Lot C 10.00 acres, Lot D 10.00 acres. This property is zoned Low Density Rural District F-1. Motion passes unanimously.

   A Class S-Simple Subdivision request by Ron & Rhonda Norland to divide +/- 37.5 acres into 2 lots. Lot A +/- 24.5 acres, Lot B +/- 13 acres. This property is zoned Low Density Rural District F-1. The Board approved the application

   Class C-Division by Record of Survey request by Barbara Rinard & Al Zierlein to divide 0.71 acres into 2 lots. Lot A 0.27 acres, Lot B 0.44 acres. This property is zoned Suburban Residential District R-1. Application approved.

   A Class C-Division by Record of Survey request by David Braun to divide 54.91 acres into 4 lots. Lot A 3.32 acres, Lot B 5.42 acres, Lot C 3.27 acres, Lot D 42.9 acres. This property is zoned Rural Residential District R-3.  The staff report and P&Z recommendation were reviewed. The Board approved all the above application as they appeared to meet the Clearwater County Zoning Ordinance requirements. This concluded the public hearing.

   New/Ongoing/Other Business: The Board approved payroll expense claims. The Board approved the transfer of liquor license for the China Palace, for a change of address.

   Salary claims for the period of 8/23/09 to 9/19/09 were approved and paid in the following amounts: Current Expense-$50,980.95; Road and Bridge-$42,385.20; Ambulance-$16,981.82; Court-$11,124.06; Justice Sheriff-$77,451.26; Justice Prosecuting Attorney-$15,229.17; Social Services-$2,233.60; Revaluation-$8,878.40; E-911-$2697.93 Solid Waste-$6,451.56; Weed Control-$1,831.20; Waterways-$2,944.32. Total payroll expenses were $239,189.47.

   The Board heard from Ambulance Services Director, Les Eaves on the bid offered from Braun Northwest for a 2010 Dodge 4500 ST HD duel rear wheel, four where drive, Type 1, Class 1, Ambulance. The County rejected the bid since it did not meet the required ambulance specifications.

   The Regional Post Office notified Ms. Vander Pas of its approval to mail out the address letters to residents for two rural areas outside of Orofino covering the Dent and Gilbert Grade areas.

   Rob Simon reported on the Nine Mile Slide project. Engineer Alex Rush from American GEO Technics, came in from the site with Simon to review the drill test sites for location of the outside basalt layer. They hit the basalt bench at 20 feet below the work surface. They anticipate completing the dig and continue with placing the drain material this week. One lane of traffic will be opened with flaggers directing the traffic. Commuters are to be prepared for traffic delays from 10-20 minute intervals. The County recommends only high clearance vehicles or emergency vehicles travel through the construction.

   Michele Bly, Progressive Engineering, presented an update on the Ahsahka Water Improvement project. The pipe placement is progressing quickly. The treatment facility and holding tank construction is also being worked on. The contractor anticipates completing the project in January.

   The pay request includes administration to Progressive Engineering and invoices to Riverview Construction at $44,060 for total reimbursement. The request for funds, invoices, progress report and cost summary sheet were reviewed and approved.

   Don and Robert Simmons from Simmons NADL Sanitation met with the Board to discuss a solid waste proposal from the Missoula Landfill. Allied Waste Contractor in Missoula submitted the proposal of $23.75 per ton for a two year contract with option for extension and cost of living increase. The regional landfill won’t be ready for at least two years making it necessary to keep the contract current. The Board took the information under advisement.

   There were four executive sessions held to discuss personnel and indigent matters. Present for the meeting were Chairman Don Ebert, Commissioner Stan Leach and Commissioner John Allen.
