Funding for the last 319 Projects for DEQ nearing completion

    Kelli Rosellini and Dave Daniels, Clearwater Soil and Water Conservation District, reviewed the district budget.  The funding of the 2008/2009 Fiscal Year is under consideration. The State is preparing for the 2009/2010 fiscal year. The funding for projects for the Soil Conservation District is greatly decreasing. The funding for the last 319 projects for DEQ is nearing completion. These funds are for water clean up projects.        DEQ projects are moving away from within the County to the Upper North Fork country. The third phase of funding is going to stabilizing roads and should provide work for local contractors.

    The public outreach program they have in the works are educational projects for kids. The DEQ is working on phasing in projects for point source education and projects.  The district is looking for projects on education on the Orofino Creek area.

    The County provides funding in the amount of $7500 annually. The base funding is legislated by State law. The State needs to match local monies by a 2 to 1 ratio. The County recognizes the money for the district budget is necessary. The budget increase will fund the district to search for more grant funds for local use. 

    The Board approved to support the Clearwater Soil and Water Conservation District’s request for budget of $8500 depending on County revenues for the Fiscal Year Budget. 

    Steve Caylor, Magistrate Administrator, Clerk Carrie Bird, Chief Deputy Court Clerk Sue Summerton, Chief Deputy Chris Goetz and Judge Robinson are in to discuss the State mandate for the County to fund and implement Misdemeanor Probation Services Officer. HB 408 was passed through the legislature this year that takes effect July 1, 2008.  

    The bill sets forth new statutory provisions that the County Commissioners shall provide for misdemeanor probations services to supervise misdemeanor offenders, in those cases that the sentencing judge orders probation. 

    Caylor explained that the Court can use the fines and fees collected to help pay for the position, but the County has to fund a portion of the work.  The County doesn’t have full fledged misdemeanor probation services at this time.  The core functions are being taken care of in the County by the Court Support officer. The additional duties will need to be hired under the direction of the Commissioners.

    The Magistrate Court Administration and County will monitor funding then look at expanding the duties of the Court Support officer or hiring another part time person overseeing the probation requirements, once POST makes a proposal for training.

    The BOCC approves the motion for Adoption of the Environmental Assessment Conducted by Another Agency for Ahsahka Water and Sewer District Water System Improvement.

    Bobbi Kauffman, Planning and Zoning Administrator, presented an update on the P&Z hearing.   Building Inspector, Bob Hardy successfully completed the IBC certification test.  

      Chair Ebert appointed Steven Eikum to the P&Z Commission with unanimous approval by the Board.

      The ITD Right of Way Permits were approved and signed by James Carpenter, P.E., to Steve Schilling for the Lolo Vista Subdivision.  The Right of Way permits approved approaches for Block 1 and Block 2, for 13 single family residences and 19 single family residences. 

    Administrative actions taken by the BOCC:  approved Treasurer’s request for Cancellation Apportionment of taxes in the amount of $3,797.42. Appraiser, Joan Kelly presented the Circuit Breaker Property Tax Reductions for the Board’s approval.  There were 358 applications submitted for tax exemptions by the April 15, 2008 deadline.  There were 11 more applications this year over 2007.  The Board approved the applications. 

   Clerk Carrie Bird presented the Agreements for Use of Facilities for Polling Place for the election precincts. The Board approved signing agreements with Maniac Center, VFW, National Guard Armory, Fraser Community Center, Cavendish Methodist Church, City of Weippe, Clearwater Hatchery, Pierce Community Center and City of Elk River.  There are three mail precincts for Greer, Grangemont and Pierce.    

    The BOCC adopted Resolution #08-04-09 Supporting RS 2477 Right of Way Assertion legislation.

    Salary claims for the period of 3/23/08 to 4/19/08 were approved and paid in the following amounts: Current Expense-$55,911.69; Road and Bridge-$37,341.47; Ambulance-$13,700.50; Court-$10,520.67; Justice Sheriff-$77,240.44; Justice Prosecuting Attorney-$15,859.93; Social Services-$2,233.60; Revaluation-$8,822.42; E-911-$766.06; Solid Waste-$6,496.18; Weed Control-$3,275.16; Waterways-$2,481.60.  Total payroll expenses were $234,649.72. 

    There were three executive sessions held to discuss personnel and indigent matters.
