April 2008 declared Fair Housing Month

The State has declared April the Fair Housing Month in recognition of the 40th anniversary of the passage of Title VIII of the Civil Rights Act of 1968, known as the Federal Fair Housing Act. The Department of Commerce has asked all the counties to make a proclamation or declaration to that affect. The Board of County Commissioners (BOCC) approved a motion declaring April 2008 Fair Housing Month.
Further administrative actions by the BOCC included approving and signing a liquor license for Elk Butte Log Inn, reflecting a business name change.
Sheriff Alan Hengen and Chief Deputy Chris Goetz provided an update on the department. Chief Deputy Goetz asked approval for B&F Power Vac’s estimate for cleaning the jail air duct work for approximately $3,026. The Board approved having it done before the jail inspection and paying for half at approximately $1500 out of the Justice Fund Reserve. The jail will pay half at approximately $1500.
Also approved is the transfer money in the amount of $716.82 from Justice General Reserve to Justice Line Item 08-00-5960-06 for the St. Joseph’s bill for an inmate holdover.
P&Z meeting
The Board held a public hearing to consider the report and the recommendations from the Planning & Zoning (P&Z) Commission meeting that was held March 17.
A Division by Record of Survey request by Dave Braun to divide 20 acres into 4 lots. Lot A 5.15 acres, Lot B 5.15 acres, Lot C 5.14 acres, Lot D 5.14 acres. This property is located in Section 30, Township 35 North, Range 04 EBM, located off McGoldrick Road along unofficially named "Rukavina Road", Weippe; Zoned F-1. The Board approved the application since it met the County ordinance requirements.
A Simple Subdivision request by Clinton and Bobbi Boyer and Jack Nightingale to divide 253.33 acres into 2 lots. Lot A 6 acres, Lot B 247.33 acres. This property is located in Section 08, Township 35 North, Range 03 EBM, located at 4350 Highway 11, Orofino; Zoned F-1. Ms. Kaufman read into record application information. Both lots front Lower Fords Creek Rd. The Board approved the application since it met the County ordinance requirements.
Lolo Vista Subdivision
A Final plat stage of the full platting procedure for Lolo Vista Subdivision, a Class A Subdivision request by Steve Schilling to divide 226.14 acres into 30 lots, 20 lots ranging between 5 and 7.48 acres, 10 lots ranging between 8 and 14.9 acres. This property is located in Section 12 & 13, Township 35 North, Range 02 EBM, located at 4385 Hwy 11; Zoned F-1.

All other requirements have been met, P&Z recommends approval of this request with the condition that the Final Plat approval on Lolo Vista Block 2 and withhold final approval on Lolo Vista Block 1 until a statement from the Idaho Transportation Department approving the approach has been submitted. The BOCC approved a motion to take the information under advisement and set a hearing and decision for April 14.
State reimburses County
Rob Simon, Road Supervisor and Don Gardner, Emergency Management presented information from emergency snow removal from the disaster declaration event in January and February. The State met with them to review reimbursing the County some of the emergency work during the disaster declaration. They agreed to pay overtime, part time temporary labor, equipment and materials for work from the disaster event from January 25 through February 29, 2008. The State will pay 90 percent and the County picks up 10 percent of $87,751.55 of the costs.
The Nine Mile Slide has dropped about a foot. The Board directed Mr. Simon to contact the engineering firm of Lochner to have core samples taken of the area to come up with a repair plan. Also an area on Upper Fords Creek Road is being watched for movement in a reconstruction area. The repairs will have to wait until the ground isn’t saturated with run-off.
The Board approved to pay a portion of $2000 repair costs to the sewer line at 138th Street.
There were three executive sessions held to discuss personnel and indigent matters.
Present for the meeting were Chairman Don Ebert, Commissioner Stan Leach and Commissioner John Allen.
Annual Clean-Up Day
The Board of County Commissioners wish to inform the public that the Transfer Station will be open Saturday, April 26, from 8 a.m. to 4 p.m. for the annual clean-up day. Historically the depository sites have been set up in the Orofino Park and designated sites on the County Roads.
Fees waived
The County will waive the fees for used motor oil, tires and appliances. The used motor oil will be accepted at the Park and Transfer Station, this is limited to five gallons. Used tires, batteries, refrigerators, stoves, free-zers and air conditioners will also be accepted at no cost. Annually the county collects cardboard, aluminum cans, glass and provides extra containers that are set at the Transfer Station for the recyclables. Also provided is a place for batteries, crankcase oil case, electronic recycling and household pesticides.
Greener Clearwater County
In conjunction with the Annual Clean Up day and in recognition of Earth Day, a grass roots organization, Greener Clearwater County, will be on hand to present educational information on making a recycling program viable in Clearwater County. Commissioner Leach states that “Simmons Sanitation and Lewis Clark Recycling will help with recycling of aluminum cans, scrap metal and newspaper.”
This year the Transfer Station will accept herbicides and pesticides. The only restriction is that the containers are not rusted and leaking.
The Transfer Station will not accept paint, unless it is water based and left in the container to be completely dried out. Oil based paint cannot be accepted unless it is spread out on wood and allowed to completely dry.
The Transfer Station will not be accepting hazardous waste materials, treated lumber or railroad ties.
