Clerk Bird requests ballots for polling places
March 3 meeting
The Board authorized Clerk Carrie Bird to provide each polling place with printed ballot assemblies, and sufficient ballots for each polling place location. The total number of ballots represents approximately 75% of the registered voters in Clearwater County. Also, the Clerk is authorized to increase the number of ballots for each precinct for the General Election if it appears to be necessary.
The Board approved a letter of Addendum to attach to the application for Riverside Water and Sewer District Idaho Community Development Block Grant. The Board approved the Treasurer’s Request for Cancellation of Apportionment of Taxes for a total of $1,784.50.
The Ambulance District monthly update was given by Ambulance Services Director Les Eaves. A budget review revealed that expenditures for fuel and utilities are running high and as a result, cost savings are being explored in weatherization of the building.
Subdivision requests
The Board held an open hearing to consider the report and the recommendations from the Planning and Zoning (P&Z) Commission meeting held Feb. 17.
The final plat stage of the full platting procedure for Fraser Pines Subdivision, a Class A Subdivision request by Jeffrey and Janice Richardson, Eric Richardson, and J.R. Cascade, Inc., to divide 150.37 acres into 18 lots, 10 lots ranging between +5 to eight acres, seven lots ranging between +10 to +11 acres, and one lot at 20.14 acres. This property is located in Section 11, Township 35 North, Range 03 East, located by Clearwater County Park Fraser Park along Highway 11, Orofino, ID; Zoned F-1.
Upon determination of public testimony, the Board approved the motion to table a decision for two weeks in order to garner legal counsel advice on the County Ordinance.
A Division by Record of Survey request by Betty Solman to divide 4.6 acres into three lots was heard. The proposed lot division is as follows: Lot A 2.87 acres, Lot B 1.10 acres and Lot C .54 acres. The property is located in Section 04, Township 36 North, Range 02 East, located at 2644 Grangemont Road; Zoned R-1.
Bobbi Kaufman read the requests. She reported that the P&Z Commission has recommended approval of this request. In order to approve this request, The Board took testimony and deliberated to determine whether the application meets the requirements of the County Subdivision Ordinance.
A Simple Subdivision request by Dale and Karen King to divide 26 acres into three lots was heard, and is as follows: Lot A 16 acres, Lot B 5 acres and Lot C 5 acres. The property is located in Section 11, Township 36 North, Range 02 East, located at 2379 Harmony Heights Road, Orofino; Zoned F-1. Kaufman read the requests and reported that the P&Z Commission has recommended approval of this request. The Board approved the motion since the application met the requirements of the County Subdivision Ordinance.
The Board heard a Subdivision Waiver request by William and Deanna Gilmore to waive the requirement of an access road as required by CCSO Article III § C.2.ii. This property is located in Section 04, Township 36 North, Range 02 East, located at 2654 Grangemont Road, Orofino; Zoned R-1.
They are requesting to waive road requirement because adjacent property owners want to buy this property for pasture, it would not require access and will combine with their existing property. The Board approved the motion to grant WAV as long as it is adjoined to existing property owned by adjacent property owners.
A Division by Record of Survey request by William & Deana Gilmore to divide 40 acres into two lots was heard by the Board and is proposed as follows: Lot A 33 acres and Lot B seven acres. This property is located in Section 04, Township 36 North, Range 02 East, located at 2654 Grangemont Road, Orofino; Zoned R-1. The Board approved to grant the Division by Record of Survey with a stipulation to combine it to adjacent property.
The Board also heard a Division by Record of Survey request by Michael and Elizabeth Miller to divide 20.94 acres into four lots: Lot A 5.26 acres, Lot B 5.24 acres, Lot C 5.23 acres and Lot D 5.21 acres. This property is located in Section 05, Township 37 North, Range 01 East, located along Freeman Creek Road, Lenore; Zoned F-1. Kaufman read the requests and reported that the P&Z Commission has recommended approval of this request.
The Board heard testimony and upon deliberation approved the Division by Record of Survey, contingent upon completion of perk testing and the access road built to County Specs.
Angela Vander Pas updated the Board on an IT/Networking application that is being submitted for a Gem Grant for telecommunications to the County to utilize the Nez Perce Tribe’s hard wire line, in order to improve communications.
Maurice Paré met with Board to review the annual Community Clean-Up Day. April 26 has been set aside for the clean-up day.
Road and Bridge Supervisor Rob Simon updated the Board about the grading of Lower Fords Creek Road, which will be done this week. The Three Bear Road was graded last week. He reported that Grangemont Road snow removal was very good this winter.
The cost of chip sealing on Freeman Creek Road was discussed, and the Board was told that it would run approximately $97,280.
Jim McNall, ICRMP, initiated discussion with the county elected officials and chief deputies to discuss proposed amendments to the county personnel handbook.
There were two executive sessions held to discuss personnel and indigent matters.
Present for the meeting were Chairman Don Ebert, Commissioner Stan Leach and Commissioner John Allen.
