Ahsahka Water & Sewer District reviews addendum for water system improvements

The Ahsahka Water & Sewer District Community Development Block Grant Application Addendum for Water System Improvements was reviewed with Michelle Bly, Trina Dudgem, Progressive Engineers, Sharon and Timothy D Barnett, Ahsahka Water & Sewer Board members. The grant application made it through the first round and is on the short list for review. The Addendum addresses questions that need clarification for the Economic Advisory Council, Rural and Community Development Division of the Idaho Department of Commerce.
The original Rural Development application of $492,000 loan has changed, the final obligation of funds committed to the Ahashka Water and Sewer District will be accomplished through allocation of $123,000 in match funds. That revises the application with funding provided as Rural Development loan in the amount of $369,000 loan and Rural Development grant of $123,000. This will help assist the residents’ in keeping the rate in an affordable range.
BOCC approved the motion to sign the Letter for Addendum to Ahsahka Water & Sewer District CDBG Application.
Fees set for survey copies
Clerk Carrie Bird advised the Board that that she has received a large request for copies of surveys. In order to precede the costs incurred will need to be reviewed under ID Code 21-3205 Sub section (2) that directs the County Recorder to set fees for duplication of recorded documents in excess of 100 pages or continued copy requests in digital form. Consensus is to charge the $.35 per copy for digital image fee and set the fee for digital copies of surveys based on numbers: orders over 100 pages fee set at $1 per copy and under 100 copies for $4 per copy.
Road and Bridge update
The Board received a Road and Bridge update from Supervisor Rob Simon. The fiscal year road budget was reviewed. The supervisor is projecting that the fuel and maintenance line items are currently expended at approximately 60 percent. The two line items totals amount to approximately $213,000 for the year and at 74 percent of fiscal year left it could create an overrun in the funds by 112 percent.
Supervisor Simon looked at the dust abatement estimates. The material cost is expected to jump to $100 per ton in March. The CMAQ grant funding is over so the cost falls totally onto the County. If he can get approval to purchase material now then the County can take advantage of the current rate of $82.50. The consensus of the Board is to approve the purchase of 160 tons now at the current rate to hold as stock pile.
The budget line for chip seal and road oil costs were reviewed. $228,000 is the projected budget amounts for the annual chip sealing of roads. The chip sealing projects on roads of the Cavendish area side roads, Cascade Dr, Old Ahsahka, Freeman Crk. Rd. and Rudo Rd. If completed this year that will bring the chip sealing rotation current.
Tax deeds
Board held a public hearing for determination of taking property through tax deed. Treasurer Jeannie Johnson presented information on two properties that remain with 3 years of delinquent taxes. By statutory requirements the Treasurer must notify the Board of Commissioners of the delinquency and that she has met the requirements of notification to the landowner by certified mail and publication in the local paper. The landowners of record did not respond to the notification and have not made any effort in bringing the taxes current; therefore, it is under the determination of the Board if the County should take ownership through tax deed.
BOCC approved a motion to direct Treasurer Johnson by order, to tax deed the property known as RP35NO4E175404A for delinquent taxes for 2004, 2005, 2006 for $302, to the County.
Also BOCC approved motion to direct the Treasurer by order, to tax deed the property known as RP35NO4E195402A, for delinquent taxes for 2004, 2005, 2006 for a total of $1,149.28 to the County.
There were four executive sessions held to discuss personnel and indigent matters.
