Possibility of regional solid waste landfill?

The Board approved and signed to cancel taxes on 0136NO2E231200A, for a total of $1759.56. The BOCC received a request to join in a regional solid waste landfill. They discovered the interest at the IAC Mid Winter meeting and wish to extend their intent to join in researching a location for a regional site. The Board determined that at this time they are willing to commit to the possibility of creating a consolidated five county solid waste disposal system.
Emergency services
Chief Deputy Chris Goetz and Deputy Rick Miller gave an update on the department happenings. Sheriff Hengen asked for a meeting with Don Gardner and Rob Simon to identify the number of sand bags and available sand for when the snow melts. There is concern if the snow melts quickly it could result in flooding and slides.
The Board declared an emergency for snow removal in Elk River. The funding for emergency services grants was discussed. The BOCC signed the initial acceptance of the funding. The County has prepared for emergency snow shoveling if necessary.
Emergency Management Ser-vices were reviewed with Gardner. Gardner described the events leading up to the declaration of a disaster for Elk River, the subsequent approval of Homeland Security funds to hire local contractors to load and haul excess snow from Elk River. Then an extension for three days was given, due to the increasing inclement winter storms. Commissioner John Allen was given the approval by the Board to sign the project plan and amended plan.
ICI-O - Givens Work Projects amended
Sergeant Greg Heun and Alan Hughan, ICI-O, Givens Hall Works, presented a draft for amending the Givens Work Projects, Work and Financial Plan for the BOCC’s review. He has been working on updating the agreement to have it in place in case of the emergency declaration requires the dispatch of inmate labor to help with snow removal or sandbagging.
Givens Work Projects approved
The Board approved signing the Givens Hall Work and Financial Plan between State of Idaho Dept of Correction and Givens Hall Work Projects Camp and Clearwater County for general building and grounds maintenance, snow removal, emergency conservation efforts. The ICI-O Inmate work program provided snow shoveling of local agency buildings in Pierce and Weippe.
Road and bridge update
The snow removal has stressed the crews, equipment and fuel usage. The Board commended the road department employees on the efforts put in to keep the roads clear during the winter storms. The weather is in a warming trend and rain has been forecasted. The roads will have to be watched for damage during heavy hauling. If the weather stays above or equal to 28 degrees, close hauling on the roads.
Hauling fees reviewed
The Solid Waste hauling fee for KBC Transport was reviewed while they are hauling into Payette Landfill during the emergency road closures, due to Highway 12 being closed from avalanche activity. They used an alternate route and landfill for the County solid waste. The haul to Payette is 92 miles further than hauling into Missoula. The Board determined that the extra costs incurred warrant an extra $138.92 per trip when hauling into Payette Landfill.
Dworshak recreation budget reduced
Greg Parker, Corp of Engineers, updated the Board on projections for work on the reservoir. There has been a significant reduction in the Dworshak Recreation Budget. It has been cut by 10 percent.
They have applied for two waterways grants to update the docks for approx. $800,000. Other projects in progress are:
*Road access for Three Meadow Group Camp was completed but the final inspections will be completed after the snow is gone.
*Hatchery Nursery Building at the Dworshak Fish Hatchery in being worked on by the Walla Walla District to replace the building rood and update the electrical, HVAC and piping. Total cost is estimated at approximately $1.5-2 million.
*Nutrient program to reduce blue-green algae and increase the good algae, is in the second year of the five year pilot project and shows promising results.
Environmental planning
The Dworshak Master Plan for environmental planning is being evaluated for updates. They are starting work on addendum to evaluate motorized recreation at DWO. Then they will start to develop conceptual trail plans using recommendations from the working groups.
The Elk Creek Meadows Stewardship project is for Ecosystem restoration for thinning smaller diameter fire-intolerant species by prescribed burns, harvest of 850 acres. They may be up to 7 million board feet harvested.
Assistance from the COE in emergency flood events was reviewed. They are authorized to provide emergency flood fight assistance. The agency can provide assistance to save lives and protect properties during or following a flood event. The COE can provide, sandbags, technical assistance in advance of a potential imminent threat.

There were two executive sessions held to discuss personnel and indigent matters.
