National Forest Off-Highway Vehicles travel plans reviewed with local authorities

   The National Forest Off-Highway Vehicles (OHV) Travel Plans were reviewed with Clearwater National Forest Supervisor Jim Reilly, Doug Gober, North Fork District Ranger, Chief Deputy Chris Goetz, along with Trails Committee members, Wendell Stark, Neil Johnson, Gary Carlin, Clair Steadman and Heather Burnham.

Comment period extended

   Forest Service Supervisor, Jim Reilly, announced they extended the comment period on the draft plans through Feb. 29, 2008. Once the comment period ends a team will conduct a content analysis, review public comments and build the draft proposal options. Mr. Reilly summarized information gathered from the meeting held with stakeholders. From that information the FS will engage in rule making to designate public use trail system that will provide maps of the trails.  The FS was directed to make public access uniform throughout all the national forests and to provide designated routes that public will have to adhere to.

   The FS provided a very detailed proposal, Clearwater National Forest’s Draft plan is more detailed than the Nezperce National Forest draft.  They are scheduled to have the draft completed this summer, EIS completed next spring and the completed plan for the summer of 2009.

   The Commissioners adamantly opposed the inclusion of snowmobile prohibition in the Great Burn as part of this trail planning process.

Grant submitted for Dworshak project

   The GEM Community Grant and Resolution was submitted by Chris Kuykendall, Economic Development Director, for the Dworshak project. These funds will match with USDA Rural Development funds that were applied for to develop the design and engineering specifications for a wave attenuator and additional large boot moorage on Dworshak Reservoir. Also, grant funding to go along with these is an Idaho Department of Parks and Recreation-Waterways Improvement program application submitted in December 2007. The BOCC approved the motion to sign GEM Community Implementation Grant.

   Chief Deputy Chris Goetz gave an update on the department happenings. He notified the Board of the retirement of Deputy Les Stewart.

Board approves Subdivision Ordinance

   Administrative actions requiring Board decisions are the following:  P&Z Administrator presented the Zoning and Subdivision Ordinances for review. A review showed the ordinances compiled to reflect all the amendments that have been adopted. The Board approved re-recording the Subdivision Ordinance as the true and accurate copy as of this date.

   The Board approved and signed liquor license renewals for the Best Western Lodge at River’s Edge, Frontier Foods, M & M Pizza & Pub, Pizza Factory and Hayes-Dawson Company.

   There were two executive sessions held to discuss personnel and indigent matters.

   Present for the meeting were Chairman Don Ebert, Commissioner Stan Leach and Commissioner John Allen.
